For different phone model, the place to do APN setting is different:

Network & Internet => SIMs => Your Line
Make sure the "Mobile data" is ON.
Click "Access Point Names"
Samsung
Connections =>Mobile Networks => Your Line
Make sure the "Mobile data" is ON.
